Koppell expands HPEZ to include Baldwin Street

At its meeting on July 23, the City Council approved Councilman Oliver Koppell-sponsored legislation extending the boundaries of the Hunts Point Empire Zone (HPEZ) to 4821 Baldwin Street, in the Wakefield section of Koppell’s district, in order to allow the Bronx-Westchester Tempering Corporation to apply for Empire Zone NYS tax credits as an incentive for the company to site and build a glass manufacturing facility at this location. 

 “There are many benefits to the community that will result from this project,” Koppell said, “including a projected 60 new jobs and $4.6 million in private investment.” 

The vast majority of the permanent jobs created by the Bronx-Westchester Tempering Corporation, who is committed to hiring from the Bronx, will be in skilled positions with salaries ranging from $15 to $25 per hour. 

 “Employment at Bronx-Westchester will allow individuals, with a minimal level of education to attain technical skills that are in high need in today’s economy and will guarantee future employability,” Koppell stated. 

An additional benefit to the community, according to Koppell, is that the project will revitalize a deserted industrial lot and will put an end to harmful uses such as illegal dumping or drug-selling activities, as the site will be constantly monitored.  Furthermore, he explained that this project will not have any negative impact on the environment, as the glass tempering industry is free of toxic emissions.  

 “Without the incentive of NYS tax credits, it is unlikely that the Bronx-Westchester Tempering Corporation would build a facility in the Bronx.  I am pleased, therefore, that the Council has approved legislation that will provide the necessary incentive for the company to locate here, bringing  jobs and investment to the Bronx”  Koppell concluded.
