Police Beat | Murders up in 41st, 42nd and 43rd; police shoot suspect inside 7-Eleven near 45th Precinct

The following is an analysis of crime statistics in Bronx NYPD precincts comparing data from Jan. 1, 2022 – Sept. 12, 2022 with data from Jan. 1, 2023 – Sept. 12, 2023. The statistics are provided through the NYPD’s CompStat data center, which tracks crimes across all five boroughs. 

Murders are up in the Bronx’s 41st, 42nd and 43rd police precincts year-to-date compared to 2022. Those increases from last year to this year are 100% from three to six in the 41st, 80% from five to nine in the 42nd and 66.7% from six to 10 in the 43rd. 

The 41st Precinct covers Hunts Point and Longwood, the 42nd is in Morrisania, and the 43rd includes the Bronx areas surrounding Westchester Avenue, Castle Hill Avenue, White Plains Road, as well as the Parkchester section. 

The 41st Precinct is also the only Bronx precinct where crime is up in every major category — murder, rape, robbery, felony assault, burglary, grand larceny and grand larceny auto — from this year to last year. 

But a police-involved shooting in the 45th Precinct, located in Throggs Neck, was the incident that made the most headlines this week. 

On Saturday, the NYPD reported that two of its uniformed police officers responded to a retail theft incident at the 7-Eleven convenience store at 3508 East Tremont Ave. — next door to the precinct — around 2:30 p.m. Cops allege a man inside the store “advanced towards the officer with a kitchen knife and lunged at the officer.” 

From there, cops said one officer shot the man in the torso and then “immediately provided first aid” until emergency services showed up. The man, identified as 22-year-old Bronx resident Mamady Cisse, was later pronounced dead at NYC Health & Hospitals/Jacobi. 

In a press conference about the police shooting, Commanding Officer of Patrol Borough Bronx Chief Benjamin Gurley told reporters that the NYPD ascertained details of the altercation through body camera footage, surveillance video and eyewitness testimony. Gurley said the preliminary investigation indicates Cisse had been allegedly removing products behind the counter while armed with the knife.  

A similar police shooting in Morrisania earlier this spring left a man in critical condition. According to cops, a 39-year-old man charged officers with a “large pair” of scissors and a 12-inch kitchen knife in April. An officer, who wasn’t identified by name, then shot at the suspect three times, striking him twice and sending him to the hospital. 

The NYPD declined to identify the officer who shot Cisse by name, and also would not respond to a specific question by the Bronx Times on whether or not the officer is still on duty or on leave. 

Last week’s police shooting is still under investigation by the NYPD Force Investigation Division, as well as the New York State Attorney General’s Office of Special Investigation (OSI).

“OSI assesses every incident reported to it where a police officer or a peace officer, including a corrections officer, may have caused the death of a person by an act or omission,” the state Attorney General’s office said in announcing the investigation. “Under the law, the officer may be on-duty or off-duty, and the decedent may be armed or unarmed. Also, the decedent may or may not be in custody or incarcerated. If OSI’s assessment indicates an officer may have caused the death, OSI proceeds to conduct a full investigation of the incident.”
